The Legislature, in special session, authorized acceptance of two grants from the Federal Aviation Administration (FAA) and approved the award of contracts for the projects funded by those grants. All four resolutions were approved without dissent (Legislators Carol Chock and Peter Stein were excused).

Passenger Boarding Bridge:
An FAA grant in the amount of $870,763 was accepted to fund 90% of the cost of installation of a Passenger Boarding Bridge at the Airport. Another 5% ($45,375) will be funded by the New York State Department of Transportation (DOT), and the remaining 5% local share ultimately from Airport passenger facility charges. Acquisition of the additional Passenger Boarding Bridge is needed, since all airlines serving the Airport now provide exclusively jet service.

R.J. Ortlieb Construction, Incorporated, of Baldwinsville, NY, and Patricia Electric, of Syracuse, NY, were awarded contracts to provide and install the Passenger Boarding Bridge for their combined bid of $817,365, and the Finance Director was authorized to advance payments for the equipment until State and Federal reimbursement is received.

Rehabilitation of General Aviation Apron, Perimeter Fencing, and Lighting:
The Legislature authorized acceptance of a more than $1.5 million FAA grant to fund 90% of cost to rehabilitate the Airport's General Aviation apron, and install perimeter fencing and apron lighting, with the DOT and the Airport each supporting the remaining 5% share; the Airport's share ($86,127) will ultimately be funded through Passenger Facility Charges.

Boland's Excavating, of Conklin, NY, was awarded the project contract, for its bid of $1,554,027.50, with the Finance Director authorized to advance payments for the project until reimbursement is received.
