posticon Cuomo Directs DFS To Protect Access To Affordable Health Care

Governor Andrew M. Cuomo directed the Department of Financial Services Monday to review the impact and implement an affordable health access action plan in light of the Trump Administration's suspension of the Affordable Care Act's Risk Adjustment Program. The Risk Adjustment Program is designed to stabilize insurance markets by inhibiting the ability of health plans to seek out only the healthiest members, thereby increasing the cost of insurance for those who need it the most. As a result of the Trump Administration's misguided actions, millions of Americans' could face significant increases in cost in their health insurance.

As part of the Affordable Health Access Action Plan, Cuomo directed DFS to review all options and prepare to implement an expanded State Risk Adjustment Program that controls health cost increases as much as possible in case the federal program is not reinstated to ensure access to affordable care for all New Yorkers in the long-term.

posticon County Continues Ride-Hailing Services Review

The Legislature's special Transportation Committee heard comments from the ride-hailing service Lyft, as it continued its review of ride-hailing services in Tompkins County, one year after New York State authorized upstate operation of such ride-hailing services. The committee heard from local taxi cab operators last month.

Expanding upon a statement from its Director of Public Policy, Lyft representative Jennifer Tuttle told the committee that hundreds of people locally drive part-time as independent contractors with Lyft, 93% of them driving fewer than 20 hours per week. Calling the service "an invaluable transportation option for Tompkins County passengers," Tuttle identified Lyft's five top local passenger destinations as Ithaca Tompkins Regional Airport, Sage Hall, Ithaca College, Cornell's Statler Hotel, and the Ithaca Marriott Downtown, with over 82% of those local Lyft rides arriving in less than ten minutes.

Dick Costello (R) is running for Lansing Town Justice.  Costello, who chairs the Lansing Republican Party, is a retired golf professional, coach, and teacher who managed Robert Trent Jones Golf Course and the golf program at Cornell University.  He is running on both the Republican and Independent Party lines.

"I think a judge should be in the people business.  Helping and running a court with integrity is what this is all about.  I want to be involved in the lives of people that have, perhaps, gone astray and that, perhaps, I can help.  From a judge's perspective helping is paramount.  Reprimanding someone has it's place for sure.  But to show empathy and understanding of the totality of the situation is something I'm pretty good at."

posticon Disability Education Compliance Bill Signed Into Law

Assemblywoman Barbara Lifton (D/WF- 125th District) announced that her legislation to extend state Education Law provisions for three years to comply with the federal Individuals with Disabilities Education Improvement Act of 2004 (IDEA) was signed into law Monday by Governor Cuomo.

"I am pleased that this legislation has been signed by the Governor, extending our state implementing law for the Individuals with Disabilities Education Improvement Act," Lifton said. "This three-year extender law will ensure that federal funds allocated under IDEA will continue to flow unimpeded to New York Schools until June 30, 2021."

Tax Cap Override Local Law Approved
The Legislature approved its standard annual resolution adopting a Local Law that permits the Legislature to override the tax levy limit for 2019 as part of adoption of the 2019 Tompkins County Budget. The vote was 12-1, with Legislator Glenn Morey voting no and Legislator Mike Sigler excused. No one spoke at the public hearing preceding the vote. The law does not necessarily mean that the Legislature will override the cap, but provides the flexibility to exceed the cap if it is deemed necessary.

The Legislature has routinely passed such laws since the State Property Tax law was passed, and the law can be rescinded later. The Legislature has already directed the County Administrator to prepare a Recommended 2019 Budget based on a maximum 2.2% tax levy increase, which is less than the currently the County's projected cap of 2.87% for 2019.

The Shared Use Mobility Center (Chicago, IL) has announced that Tompkins County is one of six recipients selected to receive one year of free technical assistance to develop mobility-on-demand pilot projects through SUMC’s Mobility on Demand (MOD) On-Ramp program.  

The On-Ramp, through a partnership with the Federal Transit Administration, provides the opportunity for transit agencies with promising shared mobility concepts to receive expert assistance to build public-private partnerships to turn those concepts into workable projects. Tompkins County’s project is Mobility-as-a-Service (MaaS), which is a new approach to selling mobility services to customers and one that also helps customers get home if their regular travel plans are interrupted.

posticon Bill Banning Sale of Kratom to Minors Passes Senate

Senator Pam Helming announced that legislation (S.6924) she sponsors banning the sale of Kratom to minors passed the Senate unanimously. The bill would amend the public health law to define and regulate Kratom as well as direct the New York State Department of Health to conduct a study on the benefits and risks of Kratom.

"Over the last year and half, I have spoken with countless individuals and families about the addiction crisis plaguing our communities. In addition to heroin and opioids, there is growing concern over the risks of using Kratom - whether for recreational purposes or as way of treating other addictions. It is important that we regulate and control its sale to minors until we know more about its possible benefits and risks. This bipartisan legislation shows that we take the addiction crisis seriously. I want to thank my colleagues on both sides of the aisle for passing this critical legislation without any opposition in the Senate," Senator Helming said.

Finger Lakes Marina

A plan for major improvements to the Finger Lakes Marine Service marina was considered at a Planning Board public hearing last week.  The plan, prompted by NYS Department of Environmental Conservation (DEC) requirements, proposes improvements to just about everything on the property except for the majority of the docks.

"The marina is headed toward becoming an upscale marina," owner Barry Ford said. "It's already started.  We've already 'upscaled' a lot of the customers coming in.  The only way it could survive is to upscale."

Washington – Representative Tom Reed addressed the recent report Monday that Medicare and Social Security is expected to run out of money by 2026 and 2034, respectively.

"We care about those on Social Security and Medicare and are aware of the funding problems they are facing," said Rep. Reed. "We must work to solve this and pass bipartisan reforms to ensure that Social Security and Medicare are available for generations to come."

Governor Andrew M. Cuomo signed legislation Wednesday to increase protections for immigrant children who have been separated from their families as a result of the Trump Administration's inhumane '"'zero tolerance'"' policy. The legislation will provide parents who have been detained in New York, or are facing deportation from the state, an opportunity to appoint someone of their choosing to step into their shoes and provide emergency care for their child.

"The Trump Administration's heartless treatment of immigrant children violates equal protections and leaves an ugly stain on our country's history," Cuomo said. "By taking action today, these new protections send a message loudly and clearly that New York will never abandon the values that have long sustained and nourished this state and nation, and we will do everything in our power to protect the health and well-being of these innocent children."

Governor Andrew M. Cuomo announced Tuesday the launch of Open FOIL NY, a new website that provides easy and unparalleled access to public records in New York. Open FOIL NY is a convenient and centralized online location to file Freedom of Information Law requests with 59 New York State agencies and public authorities. For the first time in New York, the public has a uniform method to submit requests for government records through a single website. In addition, New York is the first state in the nation to provide an open-access records request webform that allows the requester to select multiple state agencies for a single records request.

"Open FOIL NY is a giant leap forward, bringing the Freedom of Information Law into the 21st century," Governor Cuomo said. "This initiative will build on the success of Open NY—expanding our award-winning platform to further enhance interaction between State government and the public."
