PART-TIME PLANNING CONSULTANT – TOWN OF LANSING
The following describes the basic skill sets and related job duties and expectations for a part-time independent contractor consultant for the Town of Lansing. The precise terms and conditions of such consulting agreement shall be as defined by contract. A successful candidate needs to present his or her ability to: (i) successfully meet all or many of the following requirements; and (ii) manage processes and procedures concerning the following activities of the Town Planning Department:
- Strong independent and team working skills, strong organizational and supervisory skills, and a good working knowledge of, and familiarity with: (i) the purpose, principles, practices, methods and terminology used in municipal and regional planning, zoning, subdivision, and land use and development practices; (ii) site design principles; (iii) civil engineering and architectural drawings, ALTA surveys, GIS mapping, site plans, grading and utility maps, stormwater plans, and related maps and graphic displays; (iv) municipal and building codes, including matters of code interpretation and enforcement; (v) laws pertaining to public meetings, notices for hearings and other actions, and municipal procedures generally; (vi) principles of environmental review, including SEQRA and NEPA requirements and regulations; and (vii) federal, state, and local laws and regulations generally pertaining to planning, zoning, land use, stormwater, and environmental review issues.
- Preparing detailed Planning Department reports, resolutions, and recommendations regarding proposed plans and projects, mainly pertaining to zoning issues, subdivision and site plan applications, variances, special permits, and other related applications that come before the Town Planning Department, Planning Board, and Zoning Board of Appeals. This includes coordinating and assisting the with related aspects of such applications, including stormwater management and controls, environmental reviews, and aspects of utility and district formation and distribution processes and rules for water, sewer, drainage, and like needs of residential and commercial land development activities. This also includes the oversight and supervision of Planning Department projects and maintaining records of Planning Department activities, including assisting in the directing of work activities and programs within the Planning Department, as assigned.
- Attending and participating in public meetings, including identifying and obtaining missing information in applications and evaluating such applications and information privately and publicly, and communicating and interfacing with the Town, applicants, and the general public upon questions, concerns, and applications pending in the Planning Department or before the Planning Board or ZBA.
