"As more and more critical state legal materials are accessed online, the public needs to know that these electronic records are accurate and official. This bill will apply to online versions of our state's Constitution, laws, agency rules and decisions, the state register, as well as court materials. " Lifton explained.
The official publisher of each form of record will authenticate the electronic versions.
"It is efficient, cost-effective, and increases transparency, accountability and citizen participation to have legal documents available online. Unfortunately, electronic information can be altered, intentionally or unintentionally, often without being obvious to the public. This legislation ensures that the on-line version most people rely on remains unaltered and is trustworthy and authentic," Lifton said.
"This legislation is critical to ensure records of long-term value remain in an accurate format," Lifton stated.
