It's official -- the Lansing Board of Education voted to put the $20.7 million dollar capital project on the ballot February 6.  It's official -- the Lansing Board of Education voted to put the $20 million dollar capital project on the ballot February 6.  After months of deliberation by the Facilities Committee, board members took additional time to research and debate the best way to include a new district office in the plan, something the committee had decided not to consider. 

After considering several options on campus and off, the Board decided to put it into the northwest side of the High School.  This was among the most economical options that also met the Board's strong preference to keep the District Office on the campus.

The project is split into two propositions.  The first is to authorize spending $18,725,000 for needed repairs to all the buildings, plus new classrooms in the High School, including art and science rooms.  The new District Office is included.  The second proposition authorizes an additional $2,105,000 for a new band/orchestra room and a technology instruction room.  It can only pass if the first proposition passes.Here is a copy of what you can expect on the ballot:

NOTICE OF SPECIAL MEETING OF THE QUALIFIED VOTERS OF
LANSING CENTRAL SCHOOL DISTRICT

Resolved, That the board of education of the Lansing Central School District is hereby authorized to undertake certain capital improvements consisting of addition to, and reconstruction of, existing school buildings and facilities, various site improvements and the acquisition of certain original furnishings, equipment, and apparatus and other incidental improvements required in connection therewith for such construction and school use, all at an estimated maximum aggregate cost of $18,725,000; and that such cost, or so much thereof as may be necessary, shall be raised by the levy of a tax to be collected in annual installments, with such tax to be partially offset by state aid available therefore; and, in anticipation of such tax, debt obligations of the school district as may be necessary not to exceed such estimated maximum aggregate cost shall be issued.


Resolved,

Notice is hereby further given that the text of the aforesaid propositions may appear on the ballot labels in the following abbreviated form:

PROPOSITION #1

Shall the proposition set forth in the legal notice of this special voter meeting, authorizing addition to, and reconstruction and equipping of, existing school buildings and facilities, including various site and other incidental improvements, all at an estimated maximum aggregate cost of $18,725,000; and the issuance of debt obligations of the School District therefor, the levy of a tax in annual installments therefor, all as more fully described in said notice, be approved?

PROPOSITION #2

If Proposition #1 is approved, shall the proposition set forth in the legal notice of this special voter meeting, authorizing the additional reconstruction and equipping of the High School, including, without limitation, improvements to the music and technology facilities and various site and other incidental improvements, all at an estimated maximum aggregate cost of $2,105,000; and the issuance of debt obligations of the School District therefor, the levy of a tax in annual installments therefor, all as more fully described in said notice, be approved?

The School District, acting as lead agency under the State Environmental Quality Review Act and the applicable regulations promulgated thereunder (“SEQRA”), has completed  its environmental review and, on December 14, 2006, has duly issued a negative declaration and has determined that the implementation of the type I action as proposed will not result in any significant adverse environmental impacts.

AND NOTICE IS ALSO GIVEN that applications for absentee ballots to vote on the propositions may be applied for at the office of the School District Clerk.  Any such application must be received by the District Clerk at least seven days before the date of the aforesaid special district meeting if the ballot is to be mailed to the voter, or the day before such special district meeting if the ballot is to be delivered personally to the voter.  A list of all persons to whom absentee ballots shall have been issued shall be available for public inspection in the office of the District Clerk during regular office hours on each of the five days prior to the day of the vote (excluding Saturday and Sunday).  An absentee ballot must reach the office of the District Clerk not later than 5:00 p.m. on the day of such special district meeting.
