The rest of the money will come from the unexpended fund balance from last year's budget. Mayor Donald Hartill says the building will not require additional taxes, and that saving for building projects is part of the Village's 'pay as you go' plan.
"We probably will not need that much," he said. "This takes contingency into account."
The current Village office building is shared with a Bolton point pumping station. Pump noise and vibration has created problems for employees and Village officials when meeting in the facility. According to Hartill, the new building will address health and safety problems, provide much needed storage space especially in the Codes Office, and house all Village employees in one facility.
The building will be constructed in front of the existing Village Hall on Triphammer Road with the main entrance facing south into a parking area. The design calls for a clearstory tower above a central meeting room with the clerk and codes offices in the west wing closest to Triphammer. An office for the Mayor and trustees, a DPW office, a spare office, and a kitchen are planned for the east wing of the building.
The meeting room in the existing Village Hall will still be used, offering more space for additional public meetings. The rest of the Village's part of that building will be used for storage.
When using funds from a general capital reserve fund to a specific project the public has 30 days to petition for a referendum. If none is requested the funds are transferred. Village officials expect the project to go out for bid soon after.
