nozzolio_120There's no doubt economic times are tough.

A severe recession...Out-of-control taxes and spending imposed by Albany and Washington...  People out of work...  More than 245,000 jobs lost in New York State in 2009.

We can and we must turn our state's economy around. You can't tax, spend and borrow your way out of a recession -- you must grow your way out of it. The future of our State and Nation’s recovery is to rebuild by growing our job-creating private sector businesses.

Independent businesses are the engines for new job growth in our State. Unfortunately, New York has the second highest cost for doing business of any state in the Nation due to suffocating taxes and unsustainable spending. If we are going to get New York State moving the in the right direction again, creating a favorable environment for economic growth and the creation of new jobs must be our top priority.

Positive changes will make the difference, and I have a detailed plan to get people back to work and help small businesses recover from the recession. Specifically, this plan includes:
  • Cap on State Spending - The never-ending cycle of higher state spending results in more taxes and fees that stifle job creation and new economic investment.  I am sponsoring legislation (S.5916) which will establish a Constitutional spending cap to put the brakes on irresponsible spending and improve our business climate.
  • Job Creation Tax Credit – I am sponsoring legislation (S.6959) to establish an average $2,500 to $5,000 credit to employers for every NEW job created.  This measure also includes an additional credit of $3,000 for hiring each New Yorker on unemployment to get people back to work.  The program is structured so these incentives won't cost the taxpayers a dime.
  • Small Business Tax Freedom Plan – My legislation (S.6959) creates a five-year tax and fee moratorium that will free small businesses, manufacturers and farms from costly new burdens.  It also eliminates the corporate franchise tax for small businesses and manufacturers to allow them to grow.
  • Red Tape Moratorium - Stopping new bureaucracy and red tape imposed by state agencies, and requiring legislative approval for proposed regulations, will untie the hands of small businesses and manufacturers.  That is why I am sponsoring legislation (S.6959) that creates a new commission to identify and make binding recommendations on eliminating costly and counter-productive regulations.
Small and large job-producing businesses across the greater Finger Lakes region, throughout Upstate New York, and all across the United States have supported these incentives as the most effective way to create jobs, put people back to work, and promote economic growth. My plan has been endorsed enthusiastically by the National Federation of Independent Businesses, New York's leading small business advocacy association, which recognized my efforts with their “Guardian of Small Business” award.  In addition, I have been recognized by the Business Council of New York State as one of their top “Pro-Jobs Supporters” for my efforts to support job growth, cut taxes and remove unnecessary regulations that impede job development.

We can and must turn our State around so that we restore fiscal accountability, put people back to work and have career opportunities so that our young people don’t have to leave New York to find jobs.  I won't quit until these changes are made.  By taking positive action, we can restore hope, opportunity and prosperity.
