Please don't tell me the village didn't think of this.  Highway departments all over the country use this technique.  Some park an empty patrol car, or a plywood cutout of a patrol car, near the road. Many use signs saying "Speed may be checked by radar," or "Speed may be monitored by aircraft."

The village needs to buy only one real sensor, use it intermittently, and move it whenever the traffic lights get serviced.
